Terms of Reference

Title: Independent Contractor for ILGA Asia’s Website Development

Duty station: flexible, home-based

Expected duration: Until the completion of the assignment between June 2021 and July 2021

Budget: Total contract value shall not exceed 5,000 USD

Deadline for submission:  15 June 2021


General background

ILGA Asia is the Asian Region of the International Lesbian, Gay, Bisexual, Trans, and Intersex Association, representing East Asia, South Asia, Southeast Asia, and West Asia. The Region was first established in Mumbai in 2002. Our vision is a world where Asia is a safe place for all, where all can live in freedom and equality, be properly informed in the nature of sexual orientation and gender identity & expression and sex characteristic (SOGIESC) rights, have access to justice, and diversity is respected.

 

Our missions are: 

  • To promote universal respect for and observance of human rights and fundamental freedoms, including the elimination of all forms of discrimination and stigmatization based on SOGIESC in Asia and including the specific provisions of the UN conventions and covenants specified in the Constitution of ILGA; 

  • To work for the equality of all people regardless of sexual orientation or gender identity/expression and sex characteristic, as well as liberation from all forms of discrimination and stigmatization; and

  • To empower and support LGBTI communities, organizations, and individuals in Asia, while encouraging community building and networking.


 Objectives

The objective of this assignment is to design and develop the main website aimed to increase awareness and knowledge on ILGA Asia and its operation in the region.

 The Contractor will be responsible for verifying the scope of the services indicated and for proposing their expansion, reduction or modification as and when the Contractor deems necessary in accordance with professional experience and the knowledge obtained during project implementation.

 All the outputs of the contractor work must comply with the procedures and other requirements of ILGA Asia.


Scope of work

1. The consultant is expected to deliver the following outputs:

a. Website design and development

The main activities will include:

  • Secure the existing site during the transition to the new platform; preservation of all current website content and functionality

  • Incrementally migrate the website to a standard CMS (e.g. WordPress) and implement new features that add value.

  • Use simple, cost-effective techniques to test designs with representative users before implementation of major features such as restructuring the main navigation menu.

  • Optimize the site for low bandwidth / mobile users.

  • Implement a basic “blog” function with integrated Twitter and Facebook posting.

  • Browser compatibility. The site must be compatible with the current versions of the common Internet browsers 

  • Add a conference registration module that can be managed via the user interface.

  • Add comprehensive search functionality to the website.

  • Developing ILGA Asia Knowledge Hub module in the website.

  • Multilingual functionality and accessibility features of the website.

 

b. Website hosting

  • The website is currently hosted on AWS servers and SquareSpace, but this will increase significantly over the coming years.

  • The website should be moved to a new server.

  • The server should support the technologies used which currently include PHP, MySQL.

 

c. Website maintenance:

  • Web site content updates: the contracted web development company will assist with a content update when the changes that have to be made are not possible from the CMS user interface. It should be endeavoured that as many changes as possible be made from the CMS user interface, including the website’s current functionality to add/customize and operate online voting modules etc.

  • The contracted web development company will maintain a full backup of the website throughout the duration of the contract. The backup, code and source files will be delivered in full to the client at the closing of the contract.

  • The contracted web development company will have an automated testing system that checks for broken hyperlinks on the site.

  • The contracted web development company will verify regularly that the site is up and running, and will revert to the backup whenever necessary.

  • The contracted web development company will give guidance on using the admin interface of the CMS.

 

2.   Assignment duration

  • The contractor will work until the completion of this assignment ranging from June 2021 to August 2021.

  • Bidders have to make their own estimate of the time and travel taken to complete the assignment in line with this TOR and use the estimate as to the basis of financial proposals to be submitted. 



3. Provision of Monitoring and Progress Controls

  • The contractor will work under the supervision of and report to ILGA Asia Communications Officer.


Qualifications

  • Strong experience in web design and development;

  • Ability to work independently and remotely,

  • Track records of delivering good results and meeting deadlines;

  • Good command of English to communicate with staff at ILGA Asia;

  • Interested contractors will be asked to tender a short outline of how they would develop the website
