Joint submission to the report on Violence and discrimination based on sexual orientation and gender identity in humanitarian contexts
Current political trends such as heightened global tensions, armed conflict, rise of conservatism, authoritarianism, nationalism, and anti-LGBTIQ rhetoric often restrict humanitarian actors from openly including LGBTIQ people, especially in countries where criminalisation and legal and social barriers exist. This can limit funding, data collection, and inclusive service delivery. In nationally led humanitarian assistance, LGBTIQ needs are often addressed through local NGOs, community networks, and trusted allies, though coverage remains inconsistent and under-resourced.
ILGA Asia welcomes the opportunity to make a submission to the UN Independent Expert on Sexual Orientation and Gender Identity, bringing examples of how legal, institutional, and social barriers lead to systemic exclusion of LGBTIQ individuals in humanitarian contexts.
